Planning the System

The early steps in an ICM project encompass a range of activities, including:

  1. Initiating the project
  2. Identifying funding
  3. Selecting a corridor for the project
  4. Engaging and working with corridor stakeholders
  5. Defining project goals and scope
  6. Understanding basic system concepts and components
  7. Developing a plan for managing the project: Project Management Plan (PMP)
  8. Analyzing the corridor's attributes and current operations
  9. Assessing the potential benefits of an ICM project: Analysis, Modeling, and Simulation (AMS)
  10. Developing a framework for building the ICM system: Systems Engineering Management Plan (SEMP)
  11. Defining the vision and rationale for the system: Concept of Operations (ConOps)

While listed here as a linear sequence, these steps in fact often proceed in parallel and interact in essential ways. All, for example, involve working with corridor stakeholders, as they all require stakeholder participation, input, or approval.
